Use submission counts for operational follow-up and repeated assessment evidence for learning progress.

* Compare assigned and submitted counts before the deadline.
* Separate missing work from low scores.
* Wait for grading and publication before treating analytics as final.
* Record reteaching or practice actions.
* Check the next comparable assessment for improvement.
